He understood that adding an elevator to an old building was as difficult as building a new building. And he did his homework as carefully as he did when he was in the school's engineering management position.

The "subject of implementation" is crucial

The process is similar in Beijing. It is also difficult for ordinary residents to complete such a professional process.
