With the ageing of the population, the need to add lifts to multi-storey old buildings without lifts has become a national demand. Beijing, Shanghai, guangzhou, nanjing and other places have introduced encouraging measures and guiding opinions to promote the implementation of this livelihood project. However, successful cases are not so common in local practice. Just as people are looking for solutions, Beijing announced that it has completed and put 200 of them into use in 2017, and aims to add more than 1,000 elevators by 2020. That's an order of magnitude ahead of the rest of the country. How did Beijing do that?

"The pain of the 88 steps"

He has been engaged in engineering management for many years in the logistics department of beihang university. He understood that adding an elevator to an old building was as difficult as building a new building. And he did his homework as carefully as he did when he was in the school's engineering management position.


The "subject of implementation" is crucial

There were many old people who rushed to zhang feng's office, then a deputy to the National People's Congress, asking, "how much does it cost to install an elevator?" Elevator is a special equipment, the installation process involves planning approval, planning approval, building safety certification, construction permit, quality and technical supervision, and completion acceptance, the process is very complex. According to media reports, there were as many as 46 official seals needed to apply for the installation of elevators in existing multi-storey residential buildings in Shanghai. The process is similar in Beijing. It is also difficult for ordinary residents to complete such a professional process.


In May 2017, a tender notice from the haidian district government was issued -- looking for the implementation subject of adding elevators to the old building.
